You mentioned New Mexico State as an example of the hard work required to build a program to get into and play in the FBS. Here is the best example: Iowa State. Played the eventual 4 time in a row FCS Champion North Dakota State, then Toledo (3rd in the MAC) and 10 Power 5 teams, that is a tough season, yes they only went 1-9 against the Power teams but they still had to do it.
