No one - NO ONE - forces these smaller schools to go looking for The Big Pay day. I know that South Carolina has a Sports Department policy to schedule one in-state FCS game every season as a way to help those schools financially. Charleston Southern built a powerful FCS football program with big pay days from the likes of FSU and others. If I was cynical, I'd think people object to these games b/c of the Richmond Spiders win over Virginia, App State's win over Michigan, or South Alabama's win over my alma mater.
