The NFL is trying to get helmet-to-helmet hits out of the league, as they often lead to concussions for the players involved.

However, the enforcement of the rules is still shaky, at best. On Sunday afternoon in London, Oakland Raiders WR Amari Cooper took a straight shot to the helmet, leaving him motionless on the field.

As you can see below, this was an ugly hit from the Seattle defender, but no flag was thrown for the contact against the former Alabama star:

How there wasn’t a penalty is baffling, especially in this era where players are being flagged for so much as touching quarterbacks.

Cooper had to be taken back to the locker room, and his status is not known at this time.
