Yeah you can enact a "policy" all you want, but if the crowd is going to storm the field, they're going to storm the field and there isn't a damn thing that the university can do about it short of putting up physical barriers to stop it and even then, the occasional fine is still cheaper. It's a bush league fine that is just a posturing move with no real teeth to it.

This isn't exactly a "Bragging Rights" game. It has, at least in the past, a game of "How much will Mizzou win by". Illinois cancelled/did not renew the rivalry because we whopped them every year and it was hurting their recruiting.
