The comment about Broyles is the reason, it's all about the fans. Arkansas is unique, they have no pro sports teams and no other power 5 college teams, the entire state are Razorback fans. And they need the entire state, the state of Arkansas has the lowest population of any school in the SEC. If you play ASU and win, everyone says "yea, you were supposed to win", but if you lose, people would lose their minds. The risk and reward doesn't even out, anyone should be able to see that. Also, Missouri doesn't play an instate team this year. A&M plays Prairie View A&M and UTSA. Prairie View A&M is an FCS team and UTSA has had a football team for all of 5 years. Not enough to backup calling teams "scared" for not scheduling an in-state team, Texas has plenty to choose from.
