Wow, jumped to any conclusions lately? Now he's a thug? He didn't even target the runner. It looks to me like he came around the blocked defender assuming where the runner was headed and had no idea the ball had been bobbled. You're statement that it's "a question of why would a player do this regardless of what he sees" makes no sense. He's just running around the blocked defender.

Totally agree. He couldn't see the runner, came around the blocked defender, and made incidental contact.
