I'm not totally sure he was limiting it to football players.
Since he has been known to work with football players on occasion -- and possess a measure of control over them -- that is what he's speaking of.

UAB and the NCAA should allow the players to play for any school that wants them or they should be allowed to finish their degrees at the school as if they were still under scholarship.
