As a Tennessee fan with a couple plus decades of PTSD now, this is exactly what I expect to happen. Should Tennessee win? Of course. Does that mean anything? No, nothing at all.
Personally I hope it's 1 vs 2 when that time comes. The order doesn't really matter but it's going to be a fun game.
I believe he's referring to Harrison Bailey, a true freshmen, who many think would take over somewhere during the season. Guarantano is no where near Josh Dobbs much less Peyton. Those are lofty expectations for Bailey who just started practicing. Hopefully he's better than we've had for a while.

Really it doesn't matter where his dad played. The most jarring part of that article to me is having the 6th ranked class nationally but only 3rd in the conference. SEC sure can recruit.

These are generally denied if a player takes a year to develop and sit out. His previous redshirt was also a medical redshirt so that gives him better odds. Either way is a risk.
