Missouri Awards Temporary Sports Betting Licenses

Missouri today took a huge step towards solidifying its sports betting market.

The Missouri Gaming Commission today awarded its first nine temporary online sports betting licenses. DraftKings, Circa Sports, FanDuel, Underdog, Fanatics Sportsbook, Caesars Sportsbook, ESPN BET, bet365, and BetMGM all received licenses.

Missouri online sports betting is set to launch on Monday, Dec. 1, 2025 at midnight.

No Surprises in License Decisions

Each of the operators who submitted applications received temporary online sports betting licenses. The Missouri Gaming Commission previously announced it would award both DraftKings and Circa Sports its two available untethered online sports betting licenses.

Each of the other awarded licenses are tethered online sports betting licenses, requiring each holder to partner with either a professional sports organization or state casino for market access.

BetMGM partnered with Century Casinos in May, while bet365 brokered a deal with the St. Louis Cardinals this past March for market access.

ESPN BET will enter the market through PENN Entertainment’s Hollywood Casino and River City Casino locations in Missouri. Caesars Sportsbook used its Caesars Entertainment owned Harrah’s Kansas City and Horseshoe St. Louis casinos for its market access.

Underdog partnered with the Kansas City Royals to enter the state, while FanDuel agreed to a partnership with the St. Louis CITY SC, a Missouri MLS team.

Fanatics Sportsbook, which partnered with Boyd Gaming for market access, also applied for an online sports betting license and two retail sportsbook licenses at Boyd’s Ameristar Casino Hotel Kansas City and Ameristar Casino Resort and Spa St. Charles locations.

Several Remaining Steps Before Launch

While the Missouri Gaming Commission today took a big step towards its sports betting launch, several requirements are still necessary before sports betting can officially begin.

Licensed sports betting operators will open account registration and funding for users on Monday, Nov. 17, at midnight, provided the accounts are established in compliance with the proposed regulations.

The Missouri Gaming Commission will officially institute its sports betting rules on Nov. 30, 2025, a day before its sports betting launch. Any modifications to the house rules or internal controls prior to this date will be forwarded to the operators.
