Every offseason, the NCAA reviews the rules of college football and often slightly changes or amends rules to better the game.

This week, the NCAA Playing Rules Oversight Panel officially announced the following changes to the college football rulebook moving forward.

Targeting

For the first time, players called for targeting will be allowed to remain on the sideline and not be forced to leave the field and head to the locker room. The rest of the targeting rules remain the same moving forward.

Instant Replay

The NCAA wants to limit video reviews to two minutes in length, although, notes that “exceptionally complicated” or end-of-game replays may exceed the two-minute limit.

One other issue that Alabama fans may appreciate, if time expires but the replays reveal time should be added back to the clock, there must be three seconds remaining to restore time to the clock. If less than three seconds remain on the game clock, the half is over.

Duplicate numbers

Teammates are allowed to share numbers as long as they are never on the field at the same time. The jersey number “0” has also been added to the list of jersey numbers allowed to be worn.

Pregame protocol

Referees now have jurisdiction over the game 90 minutes before kickoff. Previously, that number was set at 60 minutes.
