Tennessee suffered its fourth decommitment casualty for the 2016 class on Tuesday when three-star cornerback Bailey Phillips revealed his was re-opening his recruitment via Twitter:

The 5-foot-7, 165-pound defensive back from Duncanville, Texas committed to the Vols last July. He has offers from UCLA, Washington State and Clemson among several others.
Phillips’ decommitment trims Tennessee’s 2016 class to 10 commits. The Vols are ranked 17th nationally according to 247Sports.
Phillips joins Emanuel Bridges (LB), Emmett Gooden (DE) and Austin Kendall (QB) as players who were formerly Tennessee commits for 2016.
