Higgins is widely considered as one of the most talented receivers from the 2017 recruiting class, ranking No. 3 at his position and serves as a top 15 national prospect, according to 247Sports. He gave his verbal to Tennessee last August, but then de-committed a day after National Signing Day in February.
As a junior in 2015, Higgins (6-foot-4, 190 pounds) recorded 46 receptions for 841 yards and 16 touchdowns, showing off his explosiveness as an elite downfield threat.
Tennessee currently has two wide receiver commits for the 2017 class.
