WATCH: Rutgers still has no idea how to handle new kickoff rule

One of the big rule changes in the 2018 college football season is on kickoffs, returners are allowed to make a fair catch outside the endzone and have the ball come out to the 25-yard line.
The new rule does not require that a kickoff must be fair caught to qualify as a touchback. This appears to be lost on Rutgers.
As you can see in the video below, the Rutgers returner signals for a fair catch, then drops the ball. It results in the Scarlet Knights having to start on their own 1-yard line. That deep, the returner obviously should have moved out of the way and let the ball land in the end zone. This is something one would think most teams have down well before Week 8 of the season.
