Report: NCAA reaches huge decision regarding when football and basketball activities can resume
The NCAA Division I Council held a vote today, and it was a huge one for the return of college sports amid the COVID-19 pandemic.
Previously, there had been a moratorium on sports-related activities, and that will remain in place until May 31.
However, according to Yahoo’s Pete Thamel, the council voted to allow voluntary activities in football, men’s basketball and women’s basketball from June 1 to June 30:

As the country continues to adjust to life with the coronavirus as a threat, things are slowly starting to reopen.
Note that this vote doesn’t mandate the return of sports, so it does appear that some states could have players return while others don’t. It’ll be interesting to keep an eye on things moving forward.
