Unlimited transfers may not be coming to the NCAA just yet. The Athletic is reporting that the NCAA is not expected to adopt a proposal to remove the limit of transfers without a waiver in August.

On July 20, the NCAA DI Council announced that it endorsed several policy changes. The headlining recommendations were major changes to the NCAA transfer portal. With the implementation of transfer portal windows, the Council recommended the NCAA no longer limit student-athletes to transfer one time with immediate eligibility (without a waiver).

The recommendations are set to be voted on by the Division I Board of Directors on Aug. 3. The Athletic’s Nicole Auerbach and Chris Vannini report, per multiple sources, that it is “increasingly unlikely that the Division I Board of Directors will vote to eliminate the NCAA rule prohibiting multiple transfers by athletes.”

The Council recommended transfer portal windows, limiting athletes to when they could enter their name into the portal. They could transfer to a new school outside the window.

For fall sports, including college football, the Council recommended 2 separate windows. The first window would be 45 days beginning the day following championship selection, and the second would be from May 1 to May 15.

For winter and spring sports, students would be able to provide written notification of entry into the transfer portal for 60 days, starting the day after NCAA championship selections.

It looks like changes to the portal may have to wait beyond the 2022-23 NCAA season.
