Did Dan Mullen take a shot at Georgia while discussing transfers?

This offseason, Georgia QB Justin Fields (a 5-star player in the 2018 class) transferred to Ohio State, where he’s expected to be the starter this fall.
His exit from Athens was a quick one, and on Monday, Florida coach Dan Mullen seemed to take a shot at the Bulldogs over the situation.
As you can see below, he said he’d consider the Gators to be doing a bad job if they were lying to recruits and watching as guys transfer after only a year:

Of course, Mullen never mentions the Dawgs or Fields by name, but many think he was taking a shot at the Gators’ SEC East rivals:
I thought the same thing transcribing it…

I 100% took it as a comment towards that situation (maybe some warning to other recruits too) ??♂️

Add in the fact that 2020 QB Carson Beck chose the Bulldogs over the Gators (possibly using Florida as bait in the process), and this rivalry should be even more intense this fall.
