Phil Steele calls Florida the No. 2 most-improved team in the country this season, and the college football savant sees a great atmosphere for Saturday’s game against Utah.

Steele said Billy Napier will correct the recruiting shortcomings left behind by Dan Mullen, and he called Anthony Richardson possibly the best quarterback in the country.

“If you’re looking at size, arm strength, mobility, speed,” Steele said on ESPN700 in Utah. “You put it all together, it’s Anthony Richardson, he just doesn’t have the experience level you want.”

Steele added that he sees Florida getting to 8 wins this season.

As for Utah, Steele likes the Utes line play, and QB Cam Rising, who Steele said has not only been in big games, he’s won them, and Utah might’ve knocked off Ohio State in the Rose Bowl if he wasn’t injured.

“I think if they can survive this test in the Swamp, they’ll probably be favored in every game, all the way up to that Oregon game at the end of the year, and that’s a game I rate as a toss-up right now on a team that Utah handled easily last year,” Steele said.
