RJ Young releases updated CFB tier list heading into Week 5

RJ Young has released his weekly college football tier list ahead of Week 5. Of the 23 included on his list, 7 are SEC and 4 occupy the first 2 tiers.
Two programs, Alabama and Georgia, are in tier 1. There are some chalk picks and some headscratchers. See for yourself below:

Tennessee, Kentucky, Texas A&M, Arkansas and Ole Miss round out Young’s list. The Vols and Wildcats are deserving of their spot in Young’s college football hierarchy system for starting the season 4-0 with wins against ranked teams.
The headscratcher here is Iowa being a tier 4 program as of right now in the calendar. The Hawkeyes struggled to beat South Dakota State and are 3-1 despite abysmal offensive numbers.
