SB 84 Introduced to the Senate
The introduction of SB 84 came back on January 26, 2021. As was the case with sports betting legislation in other states, SB 84 had to be amended multiple times before a consensus was reached.
Progress Made, Bill Stalls
In March 2021, SB 84 bounced around from the Committee on Federal and State Affairs to the Committee of the Whole. The bill ended up being amended multiple times, but the failed to be passed.
SB 84 Reappears in 2022
Nearly a year after failing to pass, an amended version of the bill passed. Eventually, both the House and Senate adopted the Conference Committee report, paving the way for the legislation to end up on the desk of Governor Laura Kelly. Before the legislation could become law, it would need to be signed by the governor.
Governor Kelly Signs SB 84 Into Law
On May 12, 2022, just six days after the legislation was presented to her, Governor Laura Kelly signed SB 84 into law. Consequently, many bettors expected to be able to wager on sports immediately. Despite the legalization of sports betting, no timeline was set for the launch of betting in the state.
Kansas Online Betting Tax Revenue

We are still waiting to see how Kansas performed across the 2022-23 NFL season.
One the flip side, the other main sportsbook which include Barstool Sportsbook, BetMGM, and Caesars ended up paying out more in winnings than bets placed. With the Superbowl being the main betting event of the year, this represents a disappointing result across February and these sportsbooks will likely look to review their offerings ahead of the 2024 Superbowl.
Anyone expecting Kansas to do something like $500m in total handle in their first year should likely temper their expectations. This is mainly down to the lack of in-state professional sports teams (only Kansas City Chiefs – NFL and Kansas City Royals – MLB) that will likely limit the potential betting market, especially when compared to other states such as New York.
Additionally, one big question that needs to be answered is whether Kansas will see a larger-than-usual boom when college basketball begins. Given that the Kansas Jayhawks are one of the biggest contenders every year, it’s likely that bettors in the Sunflower State will activate at that time.
