Just to reiterate what I said below... you're not taking into consideration the NOTE that goes along with 9-1-3 and 9-1-4... The NOTE applies to both 9-1-4 and 9-1-3 defines the meaning of targeting as a player taking aim at an opponent for purposes of attacking with forcible contact that goes beyond making a legal tackle or block or playing the ball. I don’t see in that video any indication that a legal tackle wasn’t being made. He did not Launch, duck his head to spear or any such thing. Even though it was forcible contact to the helmet with the crown, it was in the course of making a legal tackle. Think of it this way, how many times does a RB hit a tackler with the crown of his helmet while make a normal play? It’s the same thing for the tackler…
