Lois Kolkhorts (R-18) filed SB 715 and SJR 39. Those were not the only efforts of 2023, as Rep. Jeff Leach (R-67) also filed two bills attempting to legalize sports betting, HB 1942 and HJR 102.

There is good reason to believe the legislation introduced in 2023 could finally unlock the sports betting industry. That’s because part of the plan involved in these bills is to legalize sportsbooks via in-state professional sports franchises. If the legislation receives the necessary approval, an amendment to the Texas constitution will then be voted on during the November 2023 general election ballot.
