Wednesday was a big day for college basketball.

On Wednesday morning, the Commission on College Basketball announced recommendations that could change the future of college basketball. Above all, the panel sharply recommended the NCAA to take control of the sport.

The hoops panel calls for an end to the one-and-done rule, but that would require the NBA to make the change. Here’s a summary from the AP:

The commission called for the NBA and its players association to change rules requiring players to be at least 19 years old and a year removed from graduating high school to be draft eligible. The rule was implemented in 2006, despite the success of straight-from-high-school stars such as LeBron James, Kobe Bryant and Kevin Garnett. The commission did, however, say if the NBA and NBPA refuse to change their rules in time for the next basketball season, it would reconvene and consider other options for the NCAA, such as making freshmen ineligible or locking a scholarship for three or four years if the recipient leaves a program after a single year.

What if the NBA doesn’t make the one-and-done change? The recommendations then move to considering freshmen ineligibility or locking a scholarship for three or four years if the player is a one-and-done.

Here are a few of the other recommendations by the panel:

  • The panel also recommended that undrafted players be permitted to return to college, which would be a positive for the player and the sport.
  • The panel recommended harsher penalties for rule-breakers, including a five-year postseason ban for Level I violations.
  • The panel recommended that the NCAA create a program for certifying agents and make them accessible to players from prep through college.

How we got here

Last September, the U.S. Attorney’s Office for the Southern District of New York announced corruption and fraud in college basketball. Several major programs were caught up in the scandal, and former Louisville head coach Rick Pitino was fired because of the initial release.

That’s why the Commission on College Basketball was formed, headed by Condoleezza Rice, and it includes figures John Thompson III, David Robinson and Grant Hill, among others.
